Enhancing the Performance of Chinese High Education Institutions through Collaborative Governance: A Dynamic Performance Management Approach
2021
With the development of the knowledge economy, knowledge generation and application has been a powerful engine for economic development and global competition. Higher Education Institutions (HEIs) are under great pressure to improve their performance in teaching, research and the third mission, to respond to the changing social needs actively. This doctoral thesis is aimed at proposing a framework to enhance the performance of Chinese HEIs through collaborative governance using a dynamic performance management approach. Based on a literature review of performance management in Chinese HEIs, a conceptual framework is proposed to enhance the performance of teaching, research and the third mis…

Why do Traditional Performance Management Systems in Healthcare not always lead to Improved Performance? Outlining the Unintended Consequences of the…
2021
Researchers all around the globe have not yet come to an end as regards the supposed positive impact of traditional performance management systems in healthcare, and some research has shown that, paradoxically, performance management policies do not always lead to improved hospital performance. Despite the extensive research identifying the “pitfalls” of the NPM reforms around Europe and the unintended consequences for hospital staff and patients, little is known about the mechanisms that caused those negative effects, which essentially creates a research gap worth investigating. This PhD study tries to address this gap and show why do traditional PM Systems in healthcare not always lead to…
A System Dynamics Approach to Evaluate Incentive-based Policies, Human Resource Motivation and Performance of Public Sector Organizations
2014
This paper tries to analyze - through a System Dynamics approach - positive and negative effects caused by human resources‘ (de)motivation in terms of productivity and quality of performance in public sector organizations. Therefore, motivation is here meant as an inclination to fill a gap between a desired and an actual level of productivity; this can be achieved through a set of policies aimed to encourage, sustain and address human resource behaviour in a working setting. As a consequence of such policies, public sector organizations would increase their productivity and effectiveness, thereby improving the level of wealth to the community they work for. But how does work motivation infl…
La misurazione della performance accademica: un'analisi applicata al "costo standard per studente in corso"
2017
The recent introduction of the “standard cost per regular student”, as a criterion adopted by the Italian Ministry of Education to measure public university performance, implies a deep afterthought of those methods underlying the design of performance management and measurement systems in Italian universities. This has also to be extended – through a systemic perspective – to the evaluation of the Third Mission activities influencing the corresponding socio-economic context. With the intent to support a diagnostic activity related to the academic performance, this paper aims at introducing a system of output-outcome indicators – within a consistent framework – oriented to measure the driver…
Performance Management and Governance in Public Universities: Challenges and Opportunities
2022
The goal of this introductory chapter is to outline a set of problematic issues, challenges, and opportunities behind this topic, so to provide a key to the subsequent chapters. How can we frame sustainable performance, if referred to an organization (such as a public HEI) located in a given context? What binds governance with performance management in the field of HEIs? What challenges are associated with different governance perspectives in HEIs? Why linking performance management to governance is particularly crucial in the investigated field?
Enhancing the governance of local areas through Dynamic Performance Management
2017
This doctoral dissertation applies the findings of explanatory studies in the field of Dynamic performance management (DPM) to the public sector. Purpose. This work aims to show how DPM may support decision-makers in outlining sustainable policies for local areas. The study investigates local areas as meta-organizations. Design. The research takes a relativist perspective and investigates social phenomena through a deductive-inductive approach where qualitative research strategies assume a descriptive account in accordance with management science and System Dynamics (SD) tradition. The systematic review of the evolution of management models of public sector organizations sets the ground for…
Tackling wicked issues in performance management and governance of health prevention: an empirical analysis of vaccination strategies in Italy
Performance management (PM) in the public sector is a research stream that grasped much of the attention of public administration and management scholars in the last decade (Bouckaert & Halligan, 2007; Hall, 2017; Douglas & Ansell, 2020). This is mainly related to the ever-evolving context in which PM regimes apply. Our society and its current challenges are indeed growing in complexity so that these last have been defined by modern literature as “wicked” (Rittel & Weber, 1973; Head & Alford, 2015). Wicked does not mean “evil” but it refers to the impossibility to share an understanding of societal problems and their definition. According to Head & Alford (2015),“wickedn…

Analyzing Business Dynamics of Ride-Hailing Services: A DPM Approach Applied to Uber Inc.
2018
Purpose – The purpose of this paper is to explore business dynamics of a rising ride-hailing service industry through case study and foster understanding of hypothetical feedback effects within the broader system. Design/methodology/approach – The research adopts the dynamic performance management framework with simulation-based methodology for developing a dynamic case interpretation of specific type of business complexity. Findings – Scenario analysis shows that changes in the commission percentage for drivers, and cutting prices for customers (car hailers) by competitors have significant impacts on the car hailing industry. Research limitations – The findings of our analysis are limited …
